With all due respect, while you make reasonable arguments, the truth is the problem with Big Government is it seeks to do TOO MUCH, and no rearranging of the organization chart, or assignment of functions is going to change that. Ever since the Depression, we have been abdicating more and more responsibilities to Big Brother, and ignored the fact that Government is probably the most inefficient means to handle almost any problem. It is not subject to the laws of economics [need more money- tax or borrow!], and electoral politics means it will always pander to constituencies with no regard for overall effectiveness. In short, government is a necessary evil for things like national defense and interstate trade, but we have allowed it to begin the dominant institution in our country,and then wonder why it is ineffective. Conservatism is all about limiting government, not reorganizing it, because that is a futile endeavor.

Conservatism is all about limiting government, not reorganizing it, because that is a futile endeavor which inevitably leads to more government, and a bigger problem.

Yes, the concept of Big Government is to do too much -- but the Big Picture is this:
Too many agencies in the government comes from the Big Government mentality. Lessen the scope and size of government requires it to reduce the need for so many departments, agencies, et cetera. Government is more efficient if it is smaller in size and not just the fact that it concerns itself with things that are not written in the Constitution. And it is the American people who have encouraged those in government to create new social programs (and along with that more departments and agencies to oversee it) by continually expecting the government to do things we can do ourselves or within the realm of charitable organizations.
Therefore, when reducing the scope of government, the size or less of a need for so many agencies/departments is also required. For example, the Faith Initiative policy -- that created an office of people running the program. Get rid of the program, yes, but at the same time it would require to also get rid of the bureaucratic entity that establishes and maintains the program -- thus, it is inevitable that the government would not only reduce in the concept of intrusive policies, but will also become smaller in physical size and requiring less people to maintain those entities that operate those agencies and their programs.
