All I know is that before the LBJ War on Poverty, blacks were on an upward climb as far as income, education, etc. Their lives were improving. The gap between black and white prosperity was narrowing. Then along came a huge welfare program that removed the incentive to work and make good life choices, like staying in school, learning a vocation and getting married before having babies.

I think the social ills that perpetuate poverty are more prevalent among blacks because of the left's victimhood obsession. They've focused on the negative, told blacks that they have no chance in life because The Man will always do them wrong. It's a social attitude that has kept a class of people dependent on mommy govt. "You're black, so you need Affirmative Action programs because you're not capable enough to do it on your own." That's a pretty crappy concept to teach someone.
