Good article with detail. I was an enlisted Navy person, and I did my part with the authority granted to me. I keep hearing from John MCcains campaign that "He knows how to win wars"... Name one war he won for the country as a Lt. Commander? Washington, Grant, Eisenhower.. were actual strategists, granted the authority by their rank to move the bits and pieces on the big chess board to win a war.
