GWB was raked over the coals for not jumping up and leaving the grade school when receiving word of the 9/11 attacks. He was equally scorned for praising the FEMA director for doing what he was supposed to.
The response to Obama's indifference on an Islamist terrorist attack (make no mistake that this was a jihad of one)...

I was on the road testerday afternoon...
...between Laredo and Freer, so you pretty well know what radio station was on. Anyhow, they broke in to bring on the President who was going to "make a statement regarding the situation in Killeen" as they put it. First he had to speak for a couple minutes glad handing, stroking people and generally patting himself on the back through two or three applauses before he got around to mentioning Hood.
I reeeeeeeeeeally thought he could have handled that better. Maybe he could say "I want to thank everyone for being here today but I've got some terrible news......". But once again he blew it and exhibited his level of leadership skills are somewhere between None and Non-existent.
