The percentage of carbon dioxide in the air without comparison to past levels is irrelevant. What matters is the percentage compared to previous concentrations, and carbon dioxide has gone up significantly in the past 150 years.

Define "significant." How fast is it growing?
Fact is, the amoutn of CO2 in the atmosphere was insignificant 150 years ago and it is still insignificant.

Again, the concentration of CO2 at any one time is irrelevant. What matters is the change in CO2. The worst part of the Little Ice Age occured after a drop in CO2 greater than the increase we have seen over the past 150 years and we know that this increase is caused by human emissions (see the August 2007 Scientific American article "The Physical Science behind Climate Change").

The Little Ice Age is generally attributed to lower than normal solar activity and high volcanic activity. Global warming/cooling correlates well/best with solar activity or lack thereof.
