If people read what McClintock wrote with an open mind, they can't help but see that what schools need is not more money, but better cost effectiveness. And the way to get that is competition. Open educational competition will lead to a better product as well as better compensation for those producing the product who do it well.
When I worked in a public district in Sacramento, I was appalled when I found out they had 7 Superindendents, each making over 120,000 a year, all with a staff of at least 3 and with a bureocratic finger into the pie, making it more of a pain to actually teach the kids. The more supervisors, the more nitpicking at the actual teaching of kids.
In addition, I don't know how building and maintenance contracts are parcelled out, but McClintock is right, that is another huge waste of money. I think the answer is for parents and quality teachers (in defiance of their intimidating unions) to demand competition
