The flaw in this argument

Is that based on the standard dictated by the report, the US in its' direct support of Hussein, funding channels for the Mujahadeen, and support for the Saudi regime, has much stronger operational links to AQ than Hussein ever did.

Partially correct

With exception to support of the Saudis, the U.S. stopped funding Hussein and the Mujahadeen in the 80s. I would also argue that at the time, funding the Mujahadeen against the Soviets was the right choice. From the 90s on, the U.S. did not have stronger operational links to AQ than Hussein. Funding the Saudi Government hasn't gone to AQ in a long time.
