Yes, this is completely unreasonable. In my day, the kid would have been told to stop it. Failing that, he would have been sent to the principal's office or given detention. No parent would have been called for that. This is just school staff too afraid of being hit with disciplinary action themselves to step up and take some responsibility for keeping things under control the way they're supposed to. Control means picking up the phone, period. They're freakin' traffic cops anymore, not administrators.
