What Congress Fear
Congress is afraid of not having excuses to raise taxes. That is what happened during the Reagan Administration. If they balance the budget and actually had any real working capitol to manage they would actually have to do the work of managing real money. That is what they are afraid of. They would probably start killing eash other like a bunch of greedy sibling rivals.
