Generalizations

Barry, are you telling me that there is a category of the food stamp program (I understand about the plastic cards) that allows them to get cash? In my small town, you know not to get in line at the grocery behind a food stamp recipient because it always takes 3 times as long because they are always over their limit!

Indeed that is the case, and yes over limit is also a problem. They can just walk in and run their card and take the option for cash and walk out with whatever is left on their card.
