Doesn't the Republican-controlled legislature have to approve allowing a referendum on a City of DeKalb? And if so, why would they do that?

Surely the situation would be a mirror image of the (previous) plight of Sandy Springs -- locked out as long as the Dems held the majority in the State House.

For my wife's ears, Vernon already made the best argument against City of Dunwoody: "Don't you like your current trash pick-ups?"
