Not really sure what Mr. Pournelle's point was. If it was that the government doesn't want us to improve our property, invest money, or save money, then you'd have to continue that line of thinking and say that that nasty government of ours "fines" us to build and improve the roads we plainly do see being built and improved, providing police and fire that we plainly see being provided, and doing any number of other things we plainly see being done.

Those sneaky little government bad guys are getting things done behind our backs!
