AS a healthcare manager--it seems logical to me that healthcare costs (even related to violent crime) should be included in an individuals medical benefits.
When possible (until this changes) healthplans should be billed for the professional services and supplies related to violent crime. For those who are uninsured--medicaid, victims of violent crimes (state funds in some states) can be used to pay for these services.
But costs should not be uniformly absorbed by the hospital/healthcare facility, physicians, or taxpayer.

The financial bailout touted by Paulin and Bernake, and apparently lauded by both McCain and Obama has not been clearly explained to the American people.
Unclear, is the real (unvarnished) impact of what would happen if nothing was done?
I'm opposed to the taxpayer's income being taken without our approval to bolster mortgage securities--while profits are being derived by those organizations and not returned to the taxpayer.
No to $700 billion bail out.
