What about the gazillion "anchor babies," kids born here of undocumented parents. They are US citizens by birthright and can not be expelled. That keeps at least one parent here. The first step in any immigration reform should be to condition citizenship on the present citizenship of the parents, not place of birth. Hospitals and Vital Stat Depts. should be required to characterize births of undocumented parents as being "in transit" and the presumed nationality of the parents.
