Some will try to say that delicate years of negotiation that began in the Clinton years led to this, the same way Libya gave up its weapons program because of Jimmy Carter's negotiations 2 decades ago.
The Bush Doctrine is working, and the unintended benefits are slowly leading to a better world. Apparently Khadafi and Kim Jong Il are pragmatists who realize they cannot kill all their own people, so it is better to have money and goods from America to feed them.
