However, Dr. Usell, these ideas presuppose that members of Congress are predisposed to being eithical. Clearly from their actions of the last 20+ years this is not the case.

My hope is members of Congress won't have the nerve to argue, "I cannot follow this ethic; I must be able to vote for what I don't believe in". But I could be wrong.
