Easy to Explain

The explanation is simple. Reagan and Kemp were speaking English, talking of investment as money people put into productive ventures.

Obama is speaking a combination of Keynesian economics and government rhetoric, calling government spending (or anything other than private savings or consumption) investment.

By confusing the two concepts, the left often manages to mislead people into thinking they are promoting some sort of fiscally responsible, free market solution, when in reality they are promoting uncontrolled government spending.
