What Senator Reed is conveniently ignoring is that ANY campaign, military or otherwise, if it is going to succeed, is constantly evaluating and modifying its' "on the ground" tactics for optimum success. This does not, IN ANY WAY, mean Petraeus is calling the surge a failure.
