He wasn't exactly British either, as though the island was called Britannia by the Romans as it was called something along the lines of Prytania by the celtic settlers who the Romans first encountered, there was no nation of Britain at the time.
He was probably from Roman settlements in the Severn valley. It is uncertain what his heritage was, either Romanized Celt or Roman settler from elsewhere in the empire, or a mixture of the two, but the best designation for him would probably be that he was a Roman citizen residing in Britain.
You are right that he was not Irish, however.

To clarify:
The Celts that he Romans first encountered called the island Prytania, or something close to that
Because of that, the Romans named the island Britannia
However there was no nation of Britain during Saint Patrick's time
Actually, to be precise, the designation of Britannia predates the Romans, as a Greek version of the Celtic name had been recorded much earlier by Greek explorers, so the Romans simply followed the lead of the Greeks in naming the island
IN any case, I apologize for the horribly written sentence. All I was trying to say was that Patrick was not exactly British either.
