Hhmm...interesting. But I doubt they could work together so intricately and pull it off. Except in matters of mutual personal gain. It wouldn't explain Bush's failure to wage war to win except for, again, personal gain. Allthough Bush found a statement (fight over there and not here) that works it doesn't explain why he is intentionaly doing it half assed.

I think you theory was born of wishful thinking. I don't think our current crop of politicians is clever enough to conceive of a plan that would require cooperation. Besides, someone on one side or the other would spill the beans to The New York Times, which is committed to a U.S. defeat.
