Oh, Disgruntled, I can't believe you put yourself through watching both Stephanapolous and Krugman!

Substantively, though, I think you're exactly right. Former Enron adviser (h/t J Taranto at WSJ) Krugman is certainly not an objective commenter or chronicler of matters economic or political.

I don't necessarily have a problem with his being biased (and usually wrong) as long as it's acknowledged that he's a policy player and slants his views and commentary to reflect that.

As for rationing, yes, it's hard to see how else to read his remarks in light of common sense based on what has happened where similar plans have been tried.
