Need another y axis

Your graphic makes it look like the NASA budget in 1966 was 45% of the entire federal budget.

Still, that's an amazing drop, and the physics PhD inset is very telling.

The notation on the graph was correct, the caption not (now fixed). That's Per Mil of Federal budget, where I have taken 1958 dollars which are uncorrected for whatever goes into constant dollars, and divided it by the White House Federal budget outlays for that year. So "45" at the peak is 4.5% of the Federal budget outlays.
