The delay in Obamao's decision comes not from a desire to "get it right" but to find a way to deliberately lose the war.
Obamao hopes that the delay will give rise to some unfortunate "incident" which will prove his belief that American soldiers are murderers and rapists, giving him the opportunity to precipitously surrender while throwing the blame on the troops.
Watch it happen.

You make the argument that Obama “... is taking his time to look at all options, which as Commander in Chief must do.”
Your argument would be valid if Obama were really looking at all options in a manner consistent with forming an informed decision.
General McChrystal presented Obama with a status report – as requested by Obama – and Obama let it languish unread in some drawer for weeks. That is NOT the action of a leader.
Obama demanded that massive spending bills – also unread – pass through Congress in days because action needed to be taken immediately. Yet Obama has placed young men and women in harm's way, and dithers for months instead of making a command decision.
The McChrystal report was on his desk in August. The White House now says that any decision about military actions in Afghanistan or Iraq won't be forthcoming before NOVEMBER.
The Republican complaints are valid.
