I believe the extra $3900 is paid for silence. With only $400 he ran the risk of exposure.

It is akin to the difference between the $400 and the $20 prostitute. The $380 difference is for the promise that one will not be robbed or mugged.

Not speaking from personal experience (my income places anyone but the $20 option out of my price range, and the $20 version -- or even the $4300 version, for that matter -- holds very little appeal), just from a simple look at the economics of the issue.
