Was the result of good intentions where 'everyone should own a home' was to vest people in their financial future.
However rules to lend were bent by government dictates. So if I, as a lender, had to lend money for those not qualified, then I would do so with a fury to get as many unqualified people signed on paper cuz fannie and freddie would buy it at not risk to me. I just make the commissions.
