Having a LOT of computer trouble.Let's see if I have it fixed. The term you are looking for here I believe is called a "Signing Statement". As much as Bush used these,I am puzzled as to WHY he did not just VETO these bills with objectionable provisions in them? Must have FORGOT he has that power. As to the other issues,we KNOW the answer. Seems as if the pols of today could care LESS about the Constitution.Crawfish had an EXCELLENT sign at the Philadelphia Tea Party. It read,"It's the Constitution,stupid,not the stupid Constitution".
GREAT statement,eh?

The clause, "No Capitation or other direct tax..."
is what you were looking for to prohibit one or a group from being taxed as punishment or to recoup losses. All direct taxes must be per the census or other directed method.
As far as the second question regarding, "No senator or representitive shall, during the time for which he was elected, be appointed to any civil office under authority of the US which shall have been increased during such time..."
This sentence prevents an appointment to a post that has had a raise in pay during the term of that person. Any elected or appointed official in the USA, even at state level, is under the authority of the federal government.

Hehe, yea that is a great sign by Crawfish. I was talking to some conservative parents at my sisters volleyball tournament and was amazed at how few of them knew about the tea parties. So far pajamasTV has the count at over 650k and that is only those confirmed by pictures, not estimates. Still a couple hundred parties didn't send anything yet and those are counted for 0, so its only going to rise.

That "No Capitation or other direct tax..." clause was modified by the 16th and that may change that power so they can. That would be my only argument to them being allowed to tax people at different rates.
A State office is considered under the United States in this case? I could read it as it would not be under direct control of the United States and I could read it as anything within our republican government anywhere.
