Several Comments:

1. Standard propaganda technique is to claim all casualties are innocent civilians.

2. Standard tactics is to conduct operations in such a manner as to guarantee civilian casualties-they want them!!!. This is one of the reasons that terrorists have never been accorded Geneva or POW rights-At least until brain dead morons who call themselves liberals or Associate Justices decided otherwise.

In any case the best way to limit civilian casualties is to win the damn war. Nations that fail to muster the will to win wars eventually get conquered by those that do.
