Funding Air Force & Army priorities is NOT mutually exclusive. The Army prioritizes separately from Air Force priorities, and the funds are fenced for each service. To compete body armor & upgraded vehicles against defensible airplanes is like competing medicaid against social security -- nonsensical because they're separate.

But even the best Army priorities face becoming entirely moot if USA loses control of the air ... no matter how many needed Army defenses get funded.

Upcoming 'Parts' on this blog will explain why F-22 is no mere 'Kewl Toy'. The parts will also explain why we will need all the time we can get, to stay capable of dominating the air against all comers. Besides this, if we don't get stealth 'kewl toys' today, we'll see increasing airmen coming home in body bags precisely for the same reason White Salamander states we need to fund the Army.

It's not an issue for arguing 'instead of', but for 'both, together'.
