Dont look at Treasury bonds as "debt", per se. They are issued by the Treasury in coordination with the Fed to assist in interest rate maintenance. they are effectively an interest bearing account at Treasury, nothing more.

the US govt needs to spend $ on critical Fed govt functions and is never revenue contrained and does not have to "borrow" to so so.
