No, but then, they're dithering before making a POLITICAL decision, not a strategicaly military one anyway.

Besides, look at two of the most prominant people who've thrust themselves into this whole waiting-forever-to-decide scenario -- John "Christmas in Cambodia" Kerry and Joe "Blowhard" Biden -- neither of whom would know a good strategic military option if it bit them in the posterier.
