There is another question to ask Governor Kaine. Why was the current commonwealth budget developed using an unrealistic growth projection, even as the national economy was faltering? It also makes one wonder about the General Assembly members a bit, too. On the bright side, at least Virginia has a budget. Here in California, the legislature continues to haggle, seven weeks after the budget year started.
