It is clearly true to me that a driver's license can be revoked or disallowed by the state, since iti snot a right. In the much the same way, a marriage license can be denied as well. In neither case do we have a 'right to the license', here in California, at this time.
The main issue I see is the trouble caused in houses of worship, and the courts, when same sex couples are denied to be married in a more conservative or traditional temple, mosque, church setting, and legal filings ensue.
No one has a right to be married in its natural sequence of history.
One resolution may be to issue, as in Italy, a domestic partner license, for any two persons.
