Obama's surplus security

I'm fascinated by this "budget surplus" Obama has invoked at least twice for Iraq: does a budget surplus prove that Iraq should be fighting the war by itself and we could get out? This appears to contradict this claim that there's no "political stability" in Iraq-- only fiscal!

More to the point perhaps: if balanced budgets make Iraq secure, shouldn't the US have one too? And if he's going to take the deficit into the stratosphere, won't that jeopardize our national security?! hmm
