Such a thing is not unheard of among supposed comrades. In the Soviet Union, shipping was complicated by the fact that Soviet republics (and/or whatever organizational units were in charge of rail systems) didn't like to send trains into each other -- the trains would get taken, kept. So I guess there was a lot of extra unloading and loading.
