Correct me if I am wrong, but wasn't he removed as senior commander of NATO?

He was, and so was Gen. Petraeus' boss in the Middle East. From my experience in the military you don't get removed from those types of positions unless your ineffective at running your area of operations. Also, if you've ever listened to the tone of Clark's voice, you can hear a great deal of bitterness in it. That makes him a perfect lackey for Obama.

Does Obama even look at the people that he surrounds himself with?

Normally General Officers are appointed by Congress and are placed in positions by them as well, however the Secretary of Defense is directly in charge of Centcom and other similar positions and will request changes to the position if the need arises ultimately. As for Obama, I think he lets Michelle do all of the vetting. After all, her vision of America fits right along with the people he surrounds himself with. I think she's a bigger voice in the Obama camp than Hillary ever was with Bill. Very Scary.
