I am wondering why you included this? When the Constitution was written, Indians were not considered citizens. But Indians were made citizens in 1924.

Your supreme court scheme guarantees unfilled seats unless you have deaths or removal form office. Assuming everyone retires you have problems.
There are 9 justices. And they can serve no more than 15 years.
So let us assume justices are appointed on the years 1,3,5,7,9,11,13,15. That makes 8 justices. So we need to insert one more justice in between two of those. But whatever year that is means the president will have to make more than one appointment every 2 years, in contravention of your own rules.
If you extend the term to 17 years, it would work, but the two rules cause a guaranteed empty seat.

I actually made another error. Year 15 is only 1 year from the repeat of year 1, so the next appointments would be on 2,4,6,8,10,12,14, which would only allow 7 justices to be appointed in the next cycle, leaving 2 absences.
Either you need to extend the term to 18 years, or reduce the court to 7 justices.
I like the proposals for the most part, just noticed the discrepancy in the numbers when I read that 2 year clause.

Thanks for the comments. As I said, the wording may be a little off. Andrews: thanks for the math, that's a good number. LakeLady, I just re-copied the 14th Ammendment and made some minor modifications. Didn't think about the "indians not taxed" line.
