These "governments and sundry busybodies" that you're talking about are the legislators and voters.

You'll have to persuade them that it doesn't matter where the money goes, even if tens of billions of dollars are funneled to (porn and) gambling sites outside the country.

"Prohibition", "vice control" and "state monopoly" do not come close to covering this issue.
