The twin threats of the government shutdown and a potential default have been lifted, President Obama said Thursday after signing a bill to reopen the government. He lauded Democrats and "Responsible Republicans" for coming together on a deal. Every House Democrat and 87 Republicans voted to pass the bill, 144 Republicans voted against it.
