Dems plan to implement the $371-billion "Doc Fix" immediately after Obamacare is passed. If it was passed in tandem with Doc Fix, it would blow the cost estimates of Obamacare out of the water. Those legislators who were even marginally concerned about the price tag would've never lent their support. Separately, though, additional blows to the budget are acceptable.
