That's the plan proposed by
Nathan Myhrvold, a specialist in technology development.
The hose would fill up the stratosphere with sulfur particles that would block out part of the sun's heat -- enough to block out global warming.
His plan would cost a cool $250 million, and Myhrvold is confident that "unintended consequences," such as starting a new ice age, would not occur.
