Republicans don't criticize Obama for cutting business taxes per se. They criticize him for proposing tax cuts at a time when he knows these cuts won't be implemented because the present Congress cannot possibly pass anything before the election. That makes it possible for Obama to pretend he is for cutting taxes when anyone with two brain cells to rub together knows he's against cutting taxes.
If Obama really wanted to provide tax relief to businesses, he would propose to extend the current tax levels (i.e. the Bush tax cuts) permanently, and then he would also propose drastic spending cuts. But, of course, everyone knows Obama has absolutely no intention of doing anything so intelligent.

Loosely defined tax credits for various categories. Considering people that didn't even pay income taxes got money "back". It was more of a one time giveaway in those categories that made people feel good. A nice "high" if you will, but hardly lasting (as everything is coming down off its high shows).
I know people that were perplexed as to why the govt wanted to give them money when they didn't pay in? The answer is not that hard (below)...
