Colorado Considers Wireless Welfare


Missing that whole “incentive” concept, Colorado government officials say the idea is the phone should be used to help wean the person from the public dole, yet to get the free phone a person must be on welfare. Also, Colorado would be the 17th state to provide free cell phones to the poor.
