The deadly bombing in Boston and the wave of terror plots in the United States since 9/11 lead inexorably to three conclusions: The terrorist threat is growing; al-Qaida has not been decimated, as President Obama told us in his 2012 campaign; and there are gaps in our security system that need to be repaired.
Currently America accepts over one million permanent legal immigrants and nearly as many temporary workers each year. Most of these immigrants are not selected based upon their skills or what they will contribute to this country, but through the process of family reunification.
Can the federal government adequately predict exactly how many mathematicians, engineers, biochemists, and inventors the United States will need twenty years in the future? I doubt many of us would answer yes.
