Penny MacDonald was supposed to depart Tampa International Airport on Monday April 22, 2013 at 1:40, but her flight to Toronto had been delayed to 3:10. She passed the time by knitting at the gate. A combination of furloughs of FAA air controllers due to sequestration and bad weather in the northeast caused hiccups in the commercial airline system on Monday. The United States Capitol is reflected in the Capitol reflecting pool Wednesday evening, Feb. 27, 2013, in Washington. The White House says automatic spending reductions set to kick in Friday will be put off until as close to midnight Friday night as possible. Call them the Cinderella cuts. The law, passed by Congress on Jan. 2 simply says that "on March 1, 2013, the president shall order a sequestration for fiscal year 2013." (AP Photo/Alex Brandon)

FILE - In this Oct. 2, 2012 file photo, U.S. Customs and Border Protection officers and other law enforcement drive the roads in Bisbee, Ariz. The politics have been fierce and the fingerpointing incessant. Come March 1, the across-the-board federal spending cuts called sequestration go into effect, launching a new season of economic uncertainty for a nation still trying to shake off a recession. A look at the cuts, how much they amount to and who they will affect -- in question and answer form. (AP Photo/Ross D. Franklin, File)

The traveling staff on board the E-4B surprise U.S. Defense Secretary Leon Panetta with a cake that says "arrivederci," in a celebration in honor of the last leg of his final overseas trip as secretary, en route to Washington, Saturday, Jan. 19, 2013.
