FILE - In this March 22, 1996 file photo, children return to Dunblane Primary School, nine days after a gunman killed 16 children, their teacher and himself in Dunblane, Scotland. In March 1996, a 43-year-old man named Thomas Hamilton walked into a primary school in this central Scotland town of 8,000 people and shot to death 16 kindergarten-age children and their teacher with four legally held handguns. In the weeks that followed, people in the town formed the Snowdrop campaign - named for the first flower of spring - to press for a ban on handguns. Within weeks, it had collected 750,000 signatures. By the next year, the ban had become law. (AP Photo/Pool-File)

Most of those people have alleged sexual abuse, and there were 31 rape allegations recorded against Savile, police said. (AP Photo/John Redman, File)

FILE - In this Thursday, Feb. 26, 2009 file photo the logo for the Royal Bank of Scotland is seen as people enter their headquarters in London. The value of global mergers and acquisitions deals in 2012 was nearly half the amount made five years ago, when the global financial crisis was first baring its teeth, a leading accounting and consulting firm said Wednesday, Dec. 12, 2012. There were a little under 37,000 deals worldwide, around 9,000 less than in 2007, when many companies indulged in a feverish bout of deal-making, many of which led to their financial ruin. Much of the blame for Royal Bank of Scotland PLC’s near-collapse in 2008, which eventually required a government bailout, was due to its over-priced purchase of a large chunk of Dutch bank ABN Amro the year before. This undated hand out photo provided by the Metropolitan Police shows Jacintha Saldanha. British police say that a nurse who was found dead days after she took a hoax call about the pregnant Duchess of Cambridge was originally from India. Scotland Yard said Saturday that 46-year-old Jacintha Saldanha, who was found dead on Friday, Dec. 7, 2012 had lived in Bristol in southwestern England for nine years. Saldanha worked at the London hospital where Prince William's wife, Kate, was being treated for acute morning sickness. The nurse was duped by a prank call performed by two Australian DJs, who pretended to be Queen Elizabeth II and Prince Charles to ask about Kate's condition. (AP Photo/Metropolitan Police
