FILE - In this Dec. 14, 2012, file photo, Carlee Soto reacts as she learns her sister, Victoria Soto, a teacher at the Sandy Hook Elementary School, was one of 26 people killed in a shooting at the school in Newtown, Conn. Absent a magic potion or explosive economic growth, it was all but inevitable President Barack Obama would have to break some of his campaign promises to keep others, because of their incompatibility. In recent years, America has had many scenes of mass shootings. The campus of Virginia Tech University. A shopping center in Tucson, Ariz. A movie theater in Aurora, Colo. A temple in Oak Creek, Wisc. None put gun control back on the national agenda in a serious way. Then came the elementary school massacre in Newtown, Conn., after the election, and that all changed. Or so it seemed. (AP Photo/Jessica Hill, File)
