A 2007 law has opened a window into more than $50 million in previously hidden spending by lobbyists and their clients in 2009 and 2010. Most money went to nonprofit groups that were connected to government officials or honored them. Clyburn, a member of the Democratic Party?s leadership, has a scholarship program for high school graduates and college students who live in his district.
