Five New Orleans police officers were convicted in 2011 of civil rights violations stemming the deadly shootings of the unarmed men. Attorney General Eric Holder will announce Tuesday, July 24, 2012 a series of court-supervised reforms of the New Orleans Police Department that are some of the broadest and strictest ever imposed on a law-enforcement agency. The agreement between the Justice Department and the city is designed to clean up a police force that has been plagued by decades of corruption and mismanagement and came under renewed scrutiny after Hurricane Katrina struck in 2005.
