"Flabbergasted" and "you can't be serious" are not the lines to use when you want a serious conversation with the nation. May I suggest something like "this is not a serious proposal" is more appropriate when you want your message to treated ....... well seriously.
The Obama Administration proposal to fix the "fiscal cliff" coming at the end of the year called for $1.6 trillion in tax hikes over current policy. House Speaker John Boehner said he was "flabbergasted" when presented with the proposal this week.
