Hey, Mr. President, we all know what happened, who's responsible--you. Only you, the Veep, or State could have made the call for our emergency response teams to stand down--NO ONE ELSE has the authority to do so. Flash messages go directly to the White House Situation Room and receipt of the message MUST BE IMMEDIATELY ACKNOWLEDGED. Those messages are then hand-carried to the President or his Chief Advisor--Jarrett or Donilon or Lew--whomever is standing right next to the President. It is labeled "urgent" by the watch-desk.
